Multi-Hazard Early Warning Systems (MHEWS) are integrated frameworks designed to monitor, forecast, assess, and communicate risks from multiple hazards using coordinated institutional, technical, and community-based approaches. As climate change, urbanization, and environmental degradation increase exposure to floods, droughts, storms, earthquakes, landslides, epidemics, and technological hazards, single-hazard warning systems are no longer sufficient.
MHEWS combine scientific forecasting, real-time data collection, risk modeling, communication systems, and preparedness planning to ensure that warnings translate into timely and effective action. These systems operate across four essential components: risk knowledge, monitoring and forecasting, dissemination and communication, and response capability.
This 10-day professional training develops the technical and governance capacity required to design, strengthen, and manage effective MHEWS aligned with global frameworks promoted by the United Nations Office for Disaster Risk Reduction and technical standards advanced by the World Meteorological Organization. Participants gain practical tools for hazard mapping, vulnerability assessment, forecasting integration, data interoperability, early warning communication strategies, institutional coordination, and community preparedness planning.
The curriculum explores modern technologies such as remote sensing, hydrometeorological monitoring systems, digital alert platforms, and community-based warning dissemination mechanisms.
