Overview

Marine and coastal areas are increasingly recognized as critical sources of food security, biodiversity, climate regulation, energy production, transportation, tourism, and economic development. At the same time, growing demands on marine resources have intensified competition among users and increased pressures on marine ecosystems.

Marine Spatial Planning (MSP) is a public process for analyzing and allocating the spatial and temporal distribution of human activities in marine areas to achieve ecological, economic, and social objectives. MSP supports sustainable ocean governance by reducing conflicts among marine users, protecting ecosystems, improving decision-making, and promoting sustainable development.

MSP is widely recognized as a key tool for implementing ecosystem-based management, integrated coastal and ocean management, marine conservation, blue economy strategies, climate adaptation, and sustainable maritime development.

International frameworks supporting MSP include the principles promoted by the United Nations Educational, Scientific and Cultural Organization Intergovernmental Oceanographic Commission, the Convention on Biological Diversity, the International Maritime Organization, and the United Nations.
