Resource-rich countries face complex challenges in distributing revenues generated from oil, gas, mining, and other extractive industries among national governments, regional authorities, local governments, and host communities. Well-designed fiscal federalism and revenue-sharing systems promote equitable development, reduce regional disparities, strengthen public financial management, improve accountability, and help prevent resource-related conflicts. Poorly structured revenue allocation mechanisms, however, can lead to fiscal imbalances, governance challenges, political tensions, inefficient public spending, and unequal distribution of natural resource wealth.

This course equips participants with practical knowledge and policy tools to design, implement, and evaluate fiscal federalism and revenue-sharing frameworks in resource-rich countries. Participants learn how to develop intergovernmental fiscal systems, design revenue allocation formulas, manage royalties and taxes, administer sovereign wealth funds, strengthen fiscal decentralization, improve public expenditure management, and promote transparency and accountability in natural resource governance.
