Traditional approaches to slum clearance and relocation have often proven costly, socially disruptive, and unsustainable. Modern urban development strategies increasingly emphasize in-situ upgrading, participatory planning, service integration, tenure regularization, and the gradual incorporation of informal settlements into the formal urban fabric. Successful upgrading initiatives require accurate data, community engagement, effective planning, and coordinated investments in infrastructure, housing, mobility, public services, and economic development.

One of the greatest challenges in informal settlement upgrading is the lack of reliable spatial, demographic, infrastructure, and socioeconomic data.
